there are cases where we need to allow an event set to be scanned to complete a set of events (outside of a protocol).

a few use cases are:

- Move (need to enter pen, or set and change as they scan) + treatments/vaccinations (protocols)

- Add/Change an ID (need to enter new ID) + move, enroll in protocol

- Trim + moves and enroll in a protocol
