Data Exchange with Intermittent Computer Connectivity

New parlor data import feature request to allow parlor interfaces to run when the parlor computer is back online if the computer was not reachable during the scheduled time.

For example: a farm has a Delaval parlor but has poor internet connection. At the time that the interface is scheduled to run the farm does not have internet access. When the internet reconnects, BoviSync does not attempt to re-run this file. This makes the milk production/parlor data in BoviSync very unreliable and does not allow the farm to use milk weights for any management decisions without consulting Delaval first. 

Request to make a "re-run parlor interface" option either manually or automatic to be able to collect this data into BoviSync after the original scheduled time to make sure that we still have this data in BoviSync.
